A company can report lower absolute emissions while operating efficiency has not actually improved.

Lower absolute emissions do not necessarily mean improved efficiency. Energy use, production output, emissions factors and the baseline together reveal the operating story.

Why?

Because production output matters.

If production falls, energy use and absolute emissions can fall with it. That can look like progress in a headline emissions number — but it does not tell the full operating story.

A better question is whether emissions intensity improved:

How much emissions were associated with each unit of output?

That means looking at the context together:

Energy use + Production output + Emissions factor + Baseline

The distinction matters when sustainability performance is being evaluated alongside operational performance.
