Procurement may be looking at supplier terms and contract exposure. Operations may be looking at actual usage and operating requirements. Finance may be looking at budget, forecast and total spend.
Each view can be valid. The problem starts when the decision moves between them.
The commercial context used by one function may not travel with the request, creating a broken handoff between otherwise valid perspectives.
The goal is not to force every team into one system. It is to preserve the relevant context as the decision moves across functions.
